Massachusetts lawmakers passed a funding bill that includes a pay raise for public defenders as part of an effort to end a legal crisis.

The agreement struck Wednesday "balances sustainable rate increases for private bar advocates with continuing fiscal and federal uncertainty," Beacon Hill Democrats said.

The House and Senate will vote on the take-it-or-leave-it proposal on Thursday after some dissatisfied attorneys quickly slammed it as insufficient.
